You can waive/release guys if your over and if under or want to fill all your spots you can sign the free agents below. This is like a bidding war, best offer by 10 tomorrow, you get the player. Though there are special cases where some players value winning over money or some value more playing time than money or winning. If there is a tie, you can write a pitch. If over the cap, you can only sign players at the league minimum.
