WHY CHARLOTTE DO IT:

Winslow has way more upsides than Martin, straight up is good deal for them.

WHY WIZARDS DO IT:

At the 4 they have Kuzma and Hachimura, do they need Bertans? He's also the oldest and a bad contract. They basically get a shorter version of him with a slightly better contract.

WHY CLIPPERS DO IT:

Just like Wizards, they also have abundance for Kennard's position since Mann got a leap last year. Rather than keeping him out of rotation, Bertans is more useful.

Then, they swap Winslow for Cody to save some money. If they don't care about money, they can just keep Winslow without including Charlotte.
