FA Rules:
If a player has been signed and traded to a team in the mock draft thing and signs with another team in FA, the team that has him via the sign and trade keeps him regardless.
If a FA in real life signs with a team in FA in real life, the team that he has signed with gets him in the mock draft thing, as long as they can afford him and want him.
If the team in the mock draft does not want the FA or cannot afford the deal that has been agreed on in real life, the commissioners come up with a realistic list of other landing spots for the FA, and the team out of the realistic landing spots that offers the most money for the FA (basically a bidding war) gets the FA, as long as they can afford it.
If a team in the "bidding war" has retained the FA and won the sweepstakes on the FA, they have the right to negotiate sign and trade deals with teams who have lost the sweepstakes with the FA and look for the best offer available. If a sign and trade is not agreed on, the team can re-sign the FA and the bidding war is over.
Rebuilding teams can offer contracts to players coming off rookie contracts in bidding wars, as long as they pay 20% more than the leading contending team in the bid war. For example, the Lakers lead all contending teams for Trent with $10 million, then the Magic have to offer $12 million in order to match the offer. They can also spend their money on veterans who have massively declined or players that have spent their careers on the 3rd string or on limited minutes. Teams more in the middle of the pack (Warriors Wizards, Nuggets, etc.) have to offer 10% more on any players than the best title contenders, such as the Nets. Teams that are really close to heavy hitters but not just quite there have to pay 5% more than heavy hitters for any FAs.
You cannot sign a star player who is a guard, forward, or center if you are set in your backcourt, frontcourt, or have a center. For example, the Wizards cannot sign Kyle Lowry if they have Russell Westbrook and Bradley Beal and are set in their backcourt. However, if you have a player that can shift to 3 (if in the backcourt), 5 (if in the frontcourt), or 4 (if a center) you are allowed to sign the FA. For example, the Warriors are allowed to sign an FA star guard if they can slide Klay to the 3.
