I don't recall a previous trade proposal that required such financial precision. There are two phases:
Mitchell's trade to Bucks (MIL-OKC-CLE)
Leaving the first apron to carry out the sign & trade (CLE-DEN-BKN).
With the additions of Donovan Mitchell and Chet Holmgren, Milwaukee would be encouraged to compete in Eastern Conference.
OKC retains the 12th (Morez Johnson Jr.) and 17th picks (Hannes Steinbach) in this trade proposal. Furthermore, this move allows Thunder to sign Isaiah Hartenstein.
Cavs select Yaxel Lendeborg with 10th pick and Sergio de Larrea with 29th pick. Nikola TopiΔ would be the best option on the market for PG position, and his contract, combined with the rest of the proposed moves, would allow Cavs to be below the first apron, making a sign & trade for Peyton Watson.

Clarification: After falling below the first apron, Cavs could execute a sign & trade.
In other words, the part of the proposal between Cleveland and Denver must be carried out with two moves where, firstly, Cavs falls below the first apron and, subsequently, the next move is made to carry out the sign & trade of Peyton Watson.
It's worth noting that can end up above the first apron after signing the rookie contracts, because that signing isn't restricted by the hard cap of the apron acquired after the sign & trade.

Cavs trade Zeke Nnaji to another team along with two future second-round picks from Nets.
In this way, Cavs would be below the first apron before making the sign & trade of Peyton Watson, making this move totally legal.
