Inspiration: Bleacher Report 5/23/2024 suggests that Anfernee Simons is the 9th most desirable trade chip and Houstoun's 3rd overall pick is the 8th plus Jalen Green is their number two trade piece.
In Simons, Houston gets a great scorer who at 24 is still young enough to be part of their long-term plans. For The Rockets this is essentially a Green for Simons exchange. At 28 Jae'Sean Tate might not be in their long-term plans. Houston would probably like to get Portland's seventh overall over their 14th overall pick. As the duly self-appointed mock GM (for this thread) for The Portland Trail Blazers. I'd be willing to add a future second-round pick to the deal.
Portland needs to clear some playing time at guard so swapping Simons for Green seems to be redundant but both Green and Tate have only a year left on their contracts and while they could contribute on the court. The main reason for Portland getting them is to trade them by the deadline. I don't think this is the best draft for a rebuilding team like Portland, but having two top 10 picks never hurts.
