Reasoning:

Jazz They sell Konchar, who’s been great defensively, but overall still just a relatively old, unathletic bench player who has offensive weaknesses for 2 seconds and a young guard. It fills whatever position Konchar played and gives them some scoring guard depth.

Memphis It’s quite simple, here they acquire an expiring contract for the rebuild, or to use as a trade asset and some picks. In return they give up someone worth the value of the picks and another expiring guy with some nieche value.

Raptors Here they give up some picks that won’t benefit them much, like a weak first and some seconds, for a huge improvement. Firstly, they get a starting caliber guard, who could be used as both a backup PG and a starting PG or SG. Jerome has veteran experience, defensive hustle, shot creation abilities and playmaking skills, all things which could be useful to the raptors. Along with that they get John Konchar, a lockdown defender who fits them well, and puts them in a strong position on defense, he could act as on court coach for younger guys and the primary defender for the other teams best guard. And the expiring contract exchange helps them too. Barrett has been decent, but nothing special for the raptors, and in my opinion moving forward, he won’t fit.

Wizards The wizards quite simply acquire a better guy for them, he’s on an expiring contract, something they could value, and his entire contract currently is about equal to Hardy’s, not to mention he’s more useful for them. His position is more needed than Hardy’s, while Hardy struggles to find minutes on a competitive roster, Clarke would average around 20-25 on average, his reliability and consistency would be great for a developing team. With the chance AD or Sarr could get injured at any time, they need a better backup plan that Tristan Vukcevic, this does that, he can play both PF and C so effectively cover for both AD and Sarr. Even when healthy though, he’d help a lot, they still need more PF/C minutes on the roster, which he could easily do, being a solid backup for them.
