Blazers have some unique draft capital to offer the Bucks. They have 2 swaps that they control the better of the picks with the Bucks so they could not only offer that but instead their own picks those years which gives the Bucks essentially 2 picks (probably closer to 1.5 in value) those years. They can offer a former #1 pick and a high flying wing that could turn into a star in a few years. The negative (for both teams) would be the Kuzma/Grant swap that both teams would want to reroute if possible.
