In the scenario Dame leaves the Blazers, I think the Nets have the right combination of contracts and draft capital to make their package the most attractive to the Nets, who want to compete now and not rebuild.
Simmons is essentially a win-win. If he turns out to be something, great. If not, you still needed the contract to get it done and he could have a place in the Blazers...highly unlikely but there's a chance. Day'Ron Sharpe is actually a great young rebuilding prospect for the Blazers. With him, I'd also look to move on Nurkic, if there are any takers.
Ultimately though, I don't think this deal gets done. Even if Dame doesn't have a no-trade clause, he won't want to go to the Nets and the Blazers won't send him there. The Nets can't compete for a championship anymore than the Blazers can. Dame and Mikal Bridges isn't going to get a championship and the Blazers won't want the backlash from fans of trading their loyal star.
