Jonas is too good, too old, and too not Washington to stay in the dumpster fire that the Wizards will be for the next 2 years.
Kennard, who is actually the best 3pt shooter in the NBA and third best all time, is on his last year and would free up cap space for Wizards for the next two seasons. Bringing Jonas back to Memphis and letting him start until Zach Eddy is ready to start seems like a good move.

Maybe Memphis adds a 2nd?
