While Jarrett Allen has been widely viewed as a guy who the Cavs will re-sign, the assumption in this deal is that Evan Mobley falls to Cleveland at 3 (with Green going at 2), in which case signing Allen to big money doesn't make much sense. So, instead, the Cavs decide to fill another roster issue, by adding Trent, who fills the role of a two-way wing and secondary shot creator.
For the Raptors, in this scenario, they end up having Suggs be the big 4 prospect that drops to them. With Suggs and FVV at the guard spots, and OG at the 3, Trent ends up the odd man out. As such, they use the asset to fill their biggest need, with a defensive anchor at center who can pull down rebounds. The Raps, then, bring back Lowry with the plan of not rushing Suggs into the starting role. The deal is for two years, and Lowry serves as the perfect mentor for Suggs. When Suggs is ready for the starting role, the Lowry deal is short term enough to be easily moveable.
