What should the Suns have done instead?
The Suns should've kept Chris Paul, allowing them to have future cap flexibility and more control of the picks they still had after the Kevin Durant trade
They should've leveraged Shamet's contract + their picks to acquire another useful role player, such as Daniel Gafford, Tyus Jones, P.J. Washington, Bojan Bogdanovic, etc.
In the end, having a big 3 of Beal/Booker/Durant is nice on paper, but looking at the big picture, having little depth, poor defense, and no control of their picks locks Phoenix into a core that might miss the playoffs this season and is due for even further regression for the remainder of KD's prime. I credit Matt Ishbia's aggressive approach to try and win a championship now, but his approach is proving to be too costly and might eventually cost the Suns their franchise cornerstone, Devin Booker.
What should the Wizards have done instead?
The Wizards did a good job finally getting off of Beal, although they did it probably 2-3 years too late- it was better late than never.
If the Suns decided not to pull the trigger, the Wizards would be stuck in a very tough position with a tanking roster beside Beal- who is on a supermax contract with a full no-trade clause.
Maybe the Wizards could've approached the Nets, asking for Ben Simmons' massive 2-year contract plus a handful of first round picks to give the Nets some more offensive firepower. This would've allowed the Wizards to fully tank (like they are now), plus control some other team's first round picks for the future.

What should the Warriors have done instead?
The Warriors trading Jordan Poole for Chris Paul was the best move they could've made, but say in this scenario the Suns don't make Chris Paul available and the Warriors are stuck with Poole's contract.
They could've contacted Charlotte for Gordon Hayward's expiring contract. This would've allowed the Warriors to still have cap space going forward + acquiring a useful bench wing, while Charlotte would've bit the bullet of Poole's salary hoping he can live up to his potential while the Hornets are tanking.
