This may seem a little weird with the trade up to #1 and getting a qb not with the pick, but it kinda makes sense. They get a new coach, who ever that may be, and get a young QB in a bad situation along with an elite level talent at WR in Marvin Harrison Jr. The raiders immediately boost their offense, and possibly sign some defensive guys in free agency in order to be a competent team next year.

For the Bears, it's really obvious. Just accept the trade and get out of there. Caleb Williams needs to declare for the draft in the next couple hours, and if he doesn't, the Bears will probably get out of that first spot.
