For him it’s mostly situation.

It’s hard to project how his career could play out. If injuries don’t continue to bother him, he will be an average QB, maybe upper tier if he has good enough receivers

He has potential to be a great qb, but we’ll see if injuries mess him up

Depends on where he ends up, but I think he can be Upper tier in the right place. For now, I'll say average though.
