Teams can now start negotiating sign and trades. HOWEVER, the contract details of the free agent must NOT be discussed in the sign and trade until free agency starts. A team is allowed to have multiple deals in place for a certain free agent player. Example is say the Pelicans agreed to a sign and trade with Lonzo Ball heading to Chicago, but another deal could also be agreed upon, say the Pelicans along with agreeing with this Bulls deal, they also agreed to send Lonzo to Boston for insert player name. Both sign and trades act like offers. They are NOT official and are just offers. The agency committee decides where each free agent goes when FA starts.

It is more easier for sign and trades to only be used when free agency starts, but after seeing other teams discussing the sign and trades already, I want to make it fair for everybody by allowing teams to discuss them right now.
