In addition to adding Jalen Green to their young core, Portland also gets a high 2RP (currently #37) and a cost-controlled rotation piece that can either fit seamlessly into a role player spot or who they can flip for more assets. Even if Jalen isn't an exact positional need at the moment, you are buying him on the low side of his valuation and Portland is in talent acquisition mode right now.
