Reasoning:

Lakers - Dillon Brooks brings what LA wants which is a 3&D wing. Despite the negative history of brooks and bron, you can’t dispute that Dillon is 100% a great fit for LA even more so than Rui. Dillon could play the 2 or 3 for the lakers which is perfect as bron is more of a PF these days and LA could experiment with Austin as a 6man or keep him in the starting lineup.

Suns - Sure Rui may not be as good as Dillon but the real value is Rui contract as he is expiring. The suns are in salary hell so getting an expiring contract is huge for them especially when that player is also good. Fit wise Rui is better after trading KD now the suns don’t have a starting calibre PF and Rui is that, so Rui can help them try be competitive and also be expiring so the free up cap as soon as possible.
