How good is Harper?

The current concensus among experts is that in this year's draft Flagg is in a tier of his own, and likewise Harper the only one in the next tier.

Imagine this scenario:

The Utah Jazz can’t affford to disengage their fanbase by tanking year after year in hope for lottery luck to land a top-4 prospect. They see in Harper an All-Star/All-NBA level prospect - their centerpiece of the future. The Sixers' interest in Markkanen presents them further the chance to pair Harper with his Rutgers teammate Bailey (or whoever else they like at #3). Aside from this year's picks, they send to Spurs the juicy LAL/LAC/PHX 1RPs they hold. Spurs can swap 1RPs with Jazz (or ATL) next year, otherwise Jazz maintain full control of all their own future 1RPs.

Note:

I wish there was a way for Spurs to trade #2 (IF they trade it) and draft three of Knuepel/Demin//CMB/Essengue/Coward/Bryant in the first round, a center (Kalkbrenner, Raynaud) and a Euro/Aussie (potentially draft-and-stash) prospect (Traore, Gonzalez, Avdalas, Toohey, Markovic, Larrea) in the second round.
