What my grades depend on:

Trades and FA signings=40%

Extensions with players=27.5%

Draft=32.5% (Even if teams didn't get a good draft pick, selecting the best player still matters)

Yeah most of these teams made really good off-season decisions so I had to be a little more generous with the grades than the Eastern grid one. Blazers are probably C- btw.
