4 team trades are tough, but I think all of these teams are looking for movement, and this trade addreses some major concerns.

POR- Gets 2 impact starters, maintain a 1st rounder, get a pick for 2023 as well.

PHX-They dont want to pay a center +30m, they get a top 15 center for less than 20m, a quality rotation player, plus a top 20 pick and a future 1st

TOR- With having so many quality forwards, OG ends up being the one that costs too much, they get a top 10 pick, a rotation guard that can play either 1 or 2, and Bledsoe can be waived before the end of July to save $ (contract non-guaranteed) or kept as an expiring contract.

SAS- They move up in the draft using the 9th and the 20th for the 7th, then for the 25th they get Birch and a high 2nd rounder.

There is flexibility with this trade to meet GM's preferences, but I think this is a win-win across the board.. let me know where I am wrong.
